Official portal for building plan approval in Uttar Pradesh: map.up.gov.in (FASTPAS)

Looking for the old OBPAS login? The UP OBPAS portal (upobpas.in) stopped accepting new submissions on 20 June 2026, under a government order dated 12 June 2026. Plan approval in Kanpur now runs on FASTPAS.

Quick answer: how do you get building plan approval in Kanpur?

Building plan approval in Kanpur is granted by the Kanpur Development Authority (KDA) through the UP government’s FASTPAS portal. Homes up to 100 sq m and shops up to 30 sq m need only instant portal registration. Homes up to 500 sq m and commercial units up to 200 sq m are filed by a registered architect. Larger plans get full review. KDA’s FY 2025-26 residential rates are ₹5 per sq m map fee and ₹20 per sq m inspection fee, plus ₹2,473 per sq m development fee where it applies.

What changed in 2026 for Kanpur applicants?

Three changes matter this year.

  1. OBPAS is closed to new applications. Files with paid challans were allowed to finish processing until the end of July 2026.
  2. The 2025 bye-laws introduced risk-based tiers instead of one process for everyone.
  3. Departmental NOCs now have a 7 to 15 day window. If a department misses it, the NOC is treated as deemed approved.

For the FAR, setback and height changes under the same bye-laws, read our Lucknow LDA Fastpass guide. Kanpur follows the same statewide rules. For other cities, see our national building plan approval guide.

Do you need building plan approval in Kanpur?

It depends on plot size.

Is your plot inside KDA limits?

Check this first. KDA’s area has grown. The UP cabinet approved adding 80 villages, including 38 in Bilhaur and 17 in Narwal. In these areas, construction needs a KDA-approved map.

In village areas outside authority limits, the 2025 bye-laws send houses above 300 sq m or three storeys to the District Panchayat for approval. Wrong-authority filing is a common cause of multi-week delay, so get jurisdiction confirmed before drawings start.

How to get building plan approval in Kanpur: step by step

  1. Register on map.up.gov.in with Aadhaar e-KYC. This stops anyone but the genuine owner or allottee from applying.
  2. Appoint a COA-registered architect. Above 100 sq m, the architect prepares and uploads the application.
  3. Upload the drawing in the portal’s CAD format. Auto-scrutiny checks it against the bye-laws.
  4. Upload documents: ownership papers, ID, architect registration and site details.
  5. Pay scrutiny and map fees online. The portal calculates the other charges from your inputs.
  6. Wait for departmental NOCs, where applicable, within 7 to 15 days.
  7. Download the sanctioned plan and start building.

What documents are required for KDA map approval?

  • Sale deed, gift deed, will, or KDA allotment letter
  • Aadhaar for e-KYC
  • Architect or engineer registration certificate
  • Site plan and drawings in the portal format
  • Earlier sanction or completion papers, if any
  • NOC papers for larger buildings (fire, water and others as applicable)

Larger buildings may also need a structural stability certificate, with design as per IS 456, IS 1893 and the National Building Code of India 2016.

How much does KDA map approval cost in Kanpur?

These are the latest rates I could verify, notified for FY 2025-26:

ChargeRate
Development fee, Kanpur city₹2,473 per sq m
Development fee, Bithoor and Akbarpur-Mati₹610 per sq m
Map fee, residential₹5 per sq m
Inspection fee, residential₹20 per sq m
Map fee, group housing₹15 per sq m
Map fee, commercial₹30 per sq m
Labour cess1% of construction cost

Development fee applies to subdivided KDA-allotted plots, plots with an arazi number, and plots bought from private builders.

Two trends are worth knowing:

  • City development fee rose from ₹2,250 per sq m in FY 2022-23 to ₹2,370 in FY 2024-25 and ₹2,473 in FY 2025-26, a 4.31% rise in the latest year.
  • Map and inspection fees went the other way. Residential map fee fell from ₹6.35 to ₹5 per sq m, and inspection fee from ₹24.95 to ₹20.

Local reports also mention debris (malba) and water charges on top. KDA resets all rates on 1 April, so confirm the current figure in the portal’s fee calculator before you budget.

Worked example: approval cost for a 150 sq m plot in Kanpur

This is an illustration at FY 2025-26 rates. Assume a 150 sq m residential plot, 220 sq m total covered area, and a ₹40 lakh build.

  • Development fee: 150 x ₹2,473 = ₹3,70,950 (only if not already paid at allotment)
  • Map fee: 220 x ₹5 = ₹1,100
  • Inspection fee: 220 x ₹20 = ₹4,400
  • Labour cess at 1%: ₹40,000
  • Indicative total: about ₹4.2 lakh, before debris, water and other charges

The takeaway: development fee is the big number, not the map fee. If your plot already paid it at allotment, your cost drops sharply. Check your allotment papers first.

→ Not sure whether development fee applies to your plot? Post your requirement on BidandBuild.in and let a verified architect check your papers before you pay.

How long does KDA building plan approval take?

The state’s stated service timeline is 15 days for a complete file. Small low-risk plots are near-instant. In practice, a clean first submission matters more than anything else, because each correction round adds days.

Why do Kanpur building plans get rejected?

  • Drawing not in the portal’s CAD format
  • Setbacks, ground coverage or FAR beyond bye-law limits
  • Plot area in the drawing not matching the registry or allotment letter
  • Applicant name not matching Aadhaar or the ownership record
  • Filing under the wrong tier or the wrong authority
  • Missing NOC papers on larger buildings

Almost all of these are drawing and paperwork errors, not authority delays.

What happens if you build without approval in Kanpur?

You can face notices and demolition action. Regularising later means paying compounding (shaman) fees, which KDA has also been raising. Unapproved buildings also cause trouble with home loans, registry and resale. The same problem undermines later work, which is one reason home renovation projects fail in India. Approving first is almost always cheaper.

How to choose an architect for KDA approval

On any plot above 100 sq m, your architect effectively runs the approval. Ask:

  • Have you filed on FASTPAS since the OBPAS shutdown?
  • Is your fee split into drawings, filing and correction rounds?
  • Who pays for resubmission if auto-scrutiny rejects the drawing?
  • Can you show a recent KDA-sanctioned plan?

Get three quotes and compare what each includes, not only the headline fee. For a full checklist, read how to hire an architect, contractor or interior designer in India.
